Ajuntament de Cardedeu

The Ajuntament is the local government administration of a town of 13.000 habitants. Located at 35 km of Barcelona. We have approved our Agenda 21 since 2001 and presently we are in process of implementation. We are planning policies of RES and RUE. The most important action is the regulation that obliges all new buildings to install water heating solar systems. This regulation was approved in January and in these moments is in period of allegations. Probably it will be approved definitively in two or tree months. We are preparing campaigns, courses and information necessaries to achieve good results in the regulation adoption. Also we are studying the way to achieve the implementation of energy saving measures in buildings. We are studying the settlement, next year, of direct and indirect incentives to promote the use of solar systems in buildings that are not obliged for the regulation.

Sofia Energy Agency - SOFENA

SOFENA is a non-governmental organization and non-profit legal entity with the following objectives:

  • To assist the Sofia Municipality in developing a sustainable energy policy;
  • To implement models for the Sofia Municipality energy planning;
  • To involve the intellectual potential of the capital city in solving energy and environmental problems;
  • To assist for transferring know-how and up-to-date technologies;To reveal possibilities and to participate in projects, financed by foreign institutions; To contribute for the dissemination of best practices;To implement new schemes for financing energy efficiency projects.The team of the agency consists of five persons.

During the last three years most of them worked for the Energy Efficiency Foundation and have been involved in the development of different projects, important for the City of Sofia.

Energy and Environment Agency of Potenza - APEA

The Energy and Environmental Agency (APEA) is a corporation realised under the EU SAVE II Programme, aiming at constituting local agencies to promote the renewable energies, the energy saving and the energetic efficiency. The project was realised in a consortium with the Province of Limburg (The Netherlands) and the Municipality of Sofia (Bulgaria).
APEA had been constituted under the society form thanks to the adhesion of many local partners, amongst others the Province of Potenza, the L.I.S.I.D.E.A., the Consortium ASI, the ATER of the Province of Potenza, the Lega delle Cooperative, the Confcooperative of Basilicata, the Federconsumatori, the Adiconsum, the A.N.C. AMBIENTE. Thus APEA represents the industrial, users, citizens' and overall society needs for energy supply and demand.
The Agency acts as the support reference-basis for the industries, the governmental bodies and the citizens.

Miljöaktion Värmland

Region Värmland is a member of the Association of Swedish Regional Energy Agencies and started in 1998 with Energy Information Värmland. From 2003 till 2007 the Swedish Government and the regional authorities in Värmland will strengthen the work of the regional energy agency. The objective is to bring about a change on both the demand and supply side that will foster the introduction of energy efficiency and renewable energy.

Our target groups so far have varied from decision-makers and energy representatives to households. The most important networks have been the local energy advisers in Värmland plus energy offices and energy advisers all over Sweden. Several courses have been held, mainly for energy advisers and energy entrepreneurs. Information has been disseminated by means of the Web, e-mail, multi-slide presentations, fact sheets and folders at meetings, lectures, seminars and fairs.

Procurement has been used as an effective tool. Our attic insulation procurement resulted in about 300 installations and savings of about 1,000,000 kWh per year. Our procurement competition on Solar Domestic Hot Water systems was finalised in 2002. The competition was carried out as part of the Swedish participation in the IEA, Solar Heating and Cooling Programme, Task 24, Solar Procurement. 14 systems from Sweden, Denmark and Austria entered the competition and the winner was the company Uponor which developed a new system with a plastic collector. In addition 6 other system was given word of honour. Deliveries of the system started autumn 2002. Up to date close to 3 000 customers have signed a "declaration of interest to buy".

When regionalising the national environmental goals we will investigate how to introduce the EU Climate Menu. Also, the sixteen municipalities will hopefully be aided by the Climate Menu when implementing climate strategies (mandatory when applying for grants from the national climate investment program).

Gemeente Maastricht

Maastricht is the oldest city of the Netherlands, once built as a Roman settlement at the river Maas. It was the first Dutch city to industrialise, with industries like pottery and paper. Current policies emphasise Maastricht's central location in Europe and its European image. In 1981 and 1991 the city hosted the summit meeting of the EC heads of state. It has 122.000 inhabitants and is visited by many tourists and businesspeople.

For years, the Municipality daily operates on an improved living environment both within its municipal boundaries and in relation to a wider region. To this respect, the municipal board recently agreed with the Nature and Environment Policy Plan (NMP). The NMP is regarded as a tailor-made approach reaching synthesis between sustainability and economic growth. This not only prepared and executed by the Municipality alone, but in full co-operation with the central government, citizens and the business society. As such, the Municipality strives to create new opportunities for the environment, e.g. by using the heat of industry for heating dwellings or by the potential use of solid waste for energy supply to the residents in the city. The NMP has set high ambition levels, especially in the energy field. The ambition of Maastricht is to reduce the consumption of energy as generated by fossil fuels by half in the year 2050 (as compared to 2000). The conventional fuels should then be replaced for 50% renewable energy sources.

Maastricht entered the ECM project in order to exchange information about climate related issues, cooperate in a European context and possibly benchmark on a European scale.

Stadt Gelsenkirchen

Gelsenkirchen was founded in the eleventh century but became a City first in the 19th century through the industrialisation. Until the 80th steel and mining industry were important fields of economy but since the diminishing of these industries made it necessary to restrucure the economic basis of the city. The number of inhabitants decreased from a peak of 400.000 to less than 300.000 today and the unemployment rate is one of the highest in the region. To combat this development Gelsenkirchen is struggling for a new profile. As metaphor for its former economy it has been called the cities of 1000 fires.
To symbolize the transition process a new slogan has been developed: "From the city of 1000 fires to the city of 1000 suns!" Nowadays Gelsenkirchen is heading to become an important player in the sustainability discussion and development of solar related technologies. Through dozens of measures and projects Gelsenkirchen seriously tries to speed up the transition process and to activate all possible ressources. To prove its seriousness Gelsenkirchen decided to participate in IEA Task 30 "Solar City" and launched an initiative called "Solarstadt Gelsenkirchen" consisting of an dedicated Web-Site (www.solarstadt-gelsenkirchen.de) and a local communication process.

South Cambridgeshire District Council

South Cambridgeshire District Council (SCDC) covers an area of approximately 90,000 hectares and has a low population density. Although the total population of the District is over 130,000, this is comprised of 101 villages.

The accessibility together with the economic success of the Cambridge area in building up a high technology employment sector has created a buoyant local economy whose performance in jobs and wealth creation is well above the national average. The District includes the internationally renowned Cambridge Science Park. Local family run service type businesses are distributed around the district.
The overall environmental aim of the Local Plan is to preserve the biodiversity, historic interest and special character of the landscape and settlements of South Cambridgeshire and to achieve new development, which respects and reinforces local distinctiveness. In doing this, a contribution will be made towards the protection of the regional, national and global environment.

The Cambridgeshire Structure Plan forecasts that the population of the District will grow to approximately 141,500 persons by the middle of the year 2006. The Structure Plan proposes that this will require the development of an additional 11,300 dwellings concentrated in the larger and better-served villages. Miasto Murowana Goslina

Murowana Goslina is a municipality at a distance of 20 km north from Poznan city limits in the Wielkopolska Voyvodship. It covers an area of 172 km2 and has a population of 15 162.

The municipality has a substantial percentage of forested land (approximately 45%), which value as a natural resource is considerable; e.g. Puszcza Zielonka and forests along the Warta River. It is a very picturesque and unpolluted natural environment, with clean lakes and a population with a positive attitude towards changes and challenges.

Miasto Pniewy

Pniewy is a small town with about 12,000 inhabitants situated in the centre of the Wielkopolska Voyvodship, about 50 km. from the capital City of Poznan. The 700-year old city is located at the international transport route Berlin - Warsaw - Moscow. The town is quite well represented by economic activity, with more than 600 enterprises it forms the centre of business for the region. The dominant industry in the city is related to wood production (wood products, wood manufacturing, and furniture production) and building constructions.

As a large-scale energy customer, the town of Pniewy shows much interest in energy efficiency and is actively involved with renewable energy solutions. The municipality owns an energy company that is interested in the energy service concept and is much affiliated with local solutions that can contribute to climate protection or avoiding further climate change. Because of the very attractive location and surrounding, the city is striving for a better development in the field of tourism.

The ambition of the city officials and authorities is to enable and promote sustainable development, which would allow simultaneous economic development, but at the same time not compromising the local folklore and the state of the environment. With the unemployment rate of 11% this is a challenge, however the local authorities are doing their utmost, by active participation in projects and initiatives which may bring solutions to the problems of the city and the region.

Climate Alliance

In the Climate Alliance, European local authorities have joined together to combat climate change and to work as partners with indigenous peoples to preserve tropical forests. The Climate Alliance strives for a comprehensive approach to climate change policy, based on the commitment and diversity of the local level. We see our initiative in the context of the efforts to achieve a sustainable development and a more equitable relation between North and South.

As of February 2002, the Climate Alliance had 996 full and 44 associated members in eleven European countries (Austria, Belgium, Denmark, Germany, Italy, Luxembourg, Netherlands, Slovenia, Spain, Sweden and Switzerland). The member municipalities' size ranges from some 500 inhabitants to 3.5 million.
The Climate Alliance was founded in 1990 based on the Climate Alliance Manifesto. When joining, members commit themselves to the goals and policies put forward by the Manifesto, and the Climate Alliance Declaration form 2000. In 1992, the members founded the association "Klima-Bündnis der europäischen Städte mit indigenen Völkern der Regenwälder / Alianza del Clima e.V." (Climate Alliance of European Cities with Indigenous Peoples of the Rainforests) registered in Frankfurt am Main, to ensure coordination and democratic decision-making within the Alliance. In some countries, independent national coordination and contact offices provide services to the members working closely with the European Secretariat.
The European Secretariat works closely with the member municipalities as well as with national and regional co-ordinating bodies, NGOs, local citizens' initiatives and other stakeholders in various European countries.
