The ECM web tool is meant for
local authorities. Local authorities can use it to define their local climate
change policy by:
1. Defining their present situation
2. Defining their themes, ambitions and targets for the coming period
What you see is a table, or menu, with various themes, ambition levels and targets. An important starting point is that the themes and targets concern on the one hand CO2 mitigation issues, with a focus on energy measures, and on the other hand are related to the competencies, or roles, of the local authority.
The themes are visible at the top of the web
tool. Click on a theme and a corresponding table will appear on your
screen. Sub themes appear in the first column of the table.
The ambition levels are visible in the table as columns. There are
four, with the Preparation level as the lowest level and Innovative as the
highest level.
The targets are visible in the cells.
Operating procedure
First define your present situation:
1. For every theme tick off the targets you have already achieved.*
2. When finished, click on the Show Selection button at the top of the page.
You will see Your Selection.
3. Tick off the box Present situation and print Your selection if you are
satisfied with the result. Your selection will not be saved automatically.
Then define the targets you want to achieve:
4. Click on the Undo selection bar.
5. Decide what ambition level (possibly different per theme) you want to achieve
in the coming period.**
6. For every theme tick off those targets* you want to achieve in the coming
period.**
7. When finished, click on the Show Selection button at the top of the page.
You will see Your Selection.
8. Tick off the box Desired situation and print Your selection if you are
satisfied with the result. Your selection will not be saved automatically.
You now have two selections of themes, ambition levels and targets for both
your present and your intended situation. These offer a framework for the
discussion about your Climate Change policy and the drafting of a policy document.
If you want to take your climate change
policy a step further by adding activities to the targets you have chosen,
the ECM tool offers help as well.
9. Click on the 'show projects' button. A new screen will show you available
example projects connected to the target.***
* Targets in a higher ambition level are additional to the
targets in the lower ambition levels. E.g. the target Define a package of
sustainable measures that require investment and apply in the Advanced ambition
level includes the target Define a package of cost-neutral sustainable measures
and apply in the active ambition level.
** The length of the period is for you to decide; a guiding rule could be
the length of time your city council / cabinet will be in session.
*** Projects will not be available for every target.
